Go to Settings → My Fire TV → Developer options and allow apps from unknown sources for Downloader.
Install Downloader from the Amazon Appstore.
Type cablecutterplayer.com/apk, press Go, then Install.

Tip: on newer Fire OS versions, developer options appear after pressing About → Fire TV Stick seven times.

After installing

Open the app and add your playlist

The first screen asks for your language, then shows a QR code with your TV's MAC address and device key. Scan it with your phone to add your playlist, or type it in on the TV.
